House Bill 23-1105 Task Forces To Examine Issues Affecting Homeowners’ Rights In Colorado

House Bill 23-1105 passed and became law on May 24, 2023. It creates two task forces, one that focuses on HOA homeowners’ rights and a second task force focusing on Metropolitan District homeowners’ rights. The Department of Regulatory Agencies (“DORA”) is excited to share an opportunity with you to participate. Participation can take many forms, but right now, we are most interested in individuals that would like to be appointed to one of the Task Forces. The Task Forces will meet several times over the next few months and each will prepare a report to be presented to the Colorado General Assembly, the Governor’s Office, and the public.

HOA Forum: Meetings-Connecting With Homeowners In Your Community

The HOA Information & Resource Center is regularly asked questions about association meetings: What are the types of meetings? When are they required to be held? How do we, as a board, conduct these meetings properly? The Colorado Common Interest Ownership Act (“CCIOA”) addresses some of these issues, but not all. Whether you are a homeowner, a board member, or a Community Association Manager, understanding how to run a good meeting will help your community flourish.

May 22, 2023: Appraiser Practice Advisory-Appraiser Quality Monitoring

It will benefit Colorado appraisers to be aware that Fannie Mae has established standards by which Fannie Mae promotes quality in the loan origination process. These standards, referred to as Appraiser Quality Monitoring (“AQM”) are designed to “improve appraisal quality and strengthen the appraisal profession by identifying patterns of quality issues in appraisal reports and providing feedback directly to individual appraisers.”

From time to time, the Division of Real Estate receives reports of scams or potential scams. Today, the Division would like to revisit an issue that can happen all across the state. While these scams can take place in single family homes and condominiums, they most commonly seem to take place on vacant, raw, or undeveloped land.
