SB25-184 Summary
SB25-184: Sunset HOA Information & Resource Center
Prime Sponsors: Senator Lisa Cutter, Senator Mike Weissman, Representative Naquetta Ricks
Introduced: February 27, 2025
Signed: May 24, 2025
Effective Date: August 6, 2025
Summary:
The HOA Information and Resource Center (the “HOA Center”) is dedicated to serving as a resource for consumers across the State of Colorado on their basic rights and responsibilities under the Colorado Common Interest Ownership Act (“CCIOA”), sections 38-33.3-101, C.R.S. et seq.
The HOA Center was originally created as a program of the Colorado Division of Real Estate, which is a division of the Department of Regulatory Agencies (“DORA”), and the HOA Center will continue to be housed there as a result of this new law.
No substantive changes were made to the HOA Center, but the bill did make technical adjustments to address efficiencies and more streamlined processes. Specifically, the bill clarifies that the HOA Information Officer is appointed by the Director of the Division of Real Estate. Therefore, the authority and directives of the HOA Center remain unchanged. For more information on what the HOA Center does and does not do, please visit the HOA Center’s website:

The bill extends the HOA Center for a period of five (5) years and shall be repealed September 1, 2030, unless the Colorado General Assembly acts before that date.
