Summary:
In particular, during the last two legislative sessions, the Colorado General Assembly drafted and passed several bills into law related to metropolitan districts in Colorado.
One such law established that every metropolitan district must hold a meeting at least annually, where residents are permitted to ask questions. Because metropolitan districts are government entities, they are subject to Colorado's open meetings law. To comply with notice requirements for this annual meeting, residents must be notified by mail, at the lowest-cost option, to eligible electors within the metropolitan district, OR sent by electronic mail to an address provided by the eligible elector for the purpose of receiving communications from the metropolitan district. Notice must also be posted on the homepage of the metropolitan district or accessible by a link on the homepage.
The bill also requires metropolitan districts with a public website to provide a process by which residents can contact the metropolitan district regarding the services within the metropolitan district. In addition, metropolitan districts must establish a process to contact someone associated with the metropolitan district after hours or when metropolitan district staff are not available for emergency issues.
