The purpose of this Stakeholder Meeting is for the Commission to receive feedback on proposed changes to the Commission Rules, found at 4 CCR 725-1. Specifically, the purpose of the rules is to effectuate the legislative directive to promulgate the necessary and appropriate rules in conformity with the state statutes of the real estate practice act:

•    Chapter 1: Definitions
•    Chapter 2: Licensure Requirements
•    Chapter 4: Continuing Education Requirements
•    Chapter 6: Practice Standards

The proposed changes to the rules and the December 2, 2025, Notice of Proposed Permanent Rulemaking Hearing can be viewed on the Division’s website.

What is this about?

The purpose of this Stakeholder Meeting is to allow stakeholders an opportunity to provide feedback on the proposed rule revisions as identified above. In summary, the Commission will be considering changes to the rules pertaining to the administrative rules regarding license portability for servicemembers and their spouses, continuing education requirements, and professional standards related to conflicts of interest. This rulemaking also establishes an additional definition for a client and professional standards to obtain informed consent from clients. Finally, a specific purpose of this rulemaking is to comply with 50 USC 4025a: Portability of professional licenses of servicemembers and their spouses, which allows for license portability for members of the military and their spouses.

Why does the Commission need my help?

The Commission is considering multiple changes to the Rules. We are seeking your expertise and feedback to: 1) help identify how these proposed changes might affect consumer outcomes, positive or negative; and 2) identify any additional rule revisions that should be considered.  

How do I submit my comments, and what is the deadline?

The Division will hold a virtual Stakeholder Meeting on November 19, 2025, at 1:00 P.M. (MT).  Oral comments will be taken from participants who are present via webinar.  If you cannot attend the meeting virtually or wish to make written comments rather than speaking, you may submit written comments at:

Will my comments become part of the official record for rulemaking?

Your written and oral comments will be publicly available and provided to the Commission before the Commission considers permanent adoption of any proposed revisions to the rules.
