News Release - Colorado Real Estate Commission Revokes Property Manager’s Real Estate Broker License

DENVER, COLORADO - On May 1, 2025, the Colorado Real Estate Commission (the “Commission”) executed a Stipulation and Final Agency Orders for license revocation, public censure, and fines. The Colorado Division of Real Estate (the “Division”), which is a part of the Department of Regulatory Agencies (DORA), conducted a detailed investigation of John Wells Bickerton, real estate broker license ER.40045736.

Prior to the execution of the Stipulation and Final Agency Order, Respondent had a principal address of 4521 Devereux Dr., Windsor, Colorado 80550.  Respondent’s license was associated with NOCO Real Estate Solutions, which was doing business as Poudre Property Services and Poudre Property Management, had a registered business address of 2900 S. College Ave., Ste. 3E, Fort Collins, Colorado 80525.  The Colorado Secretary of State website reflects that NOCO Real Estate Solutions has a registered agent of John Bickerton, with a mailing address of 4521 Devereux Dr., Windsor, Colorado 80547.

The Stipulation and Final Agency Order requires the following:

  • The Respondent’s license, ER.40045736, is immediately and permanently revoked.
  • The Respondent will not reapply for any license regulated by the Commission, including a Colorado real estate broker’s license.
  • The Respondent agrees to a fine in the amount of $132,500.00. After the required surcharges, the total fine amount is $152,375.00. The Respondent shall pay $3,450.00 ($3,000.00 plus a 15% surcharge) within thirty days of May 1, 2025, and the remaining balance of the fine will be stayed unless the Respondent attempts to reapply for a professional license issued by the Division OR the Respondent fails to timely pay $3,450.00.  Upon either of these conditions, the total amount of $132,500.00 shall be due immediately in a single lump sum. 
  • The Respondent will be publicly censured, permitting the Division to publish the Stipulation and Final Agency Order and a summary thereof on the Division’s website and in the Division’s quarterly newsletter.

When asked for a comment, Division Director Marcia Waters stated: “While this Stipulation resolves the current matters pending before the Commission, there is also civil litigation against the Respondent and affiliated parties.  Notably, case numbers 2023CV30125 and 2025CV030036 are in the District Court in Larimer County, Colorado, which may result in a resolution of those civil claims. License law requires licensees to timely and accurately account for and remit funds that belong to others.  Commingling funds is very concerning behavior and is a violation of state law and Commission Rules. The Division stands at the ready to pursue these violations and continue to protect the public.”

The Division has limited jurisdiction in these matters and is statutorily mandated to enforce license law against real estate licensees. The Division is unable to divulge any information concerning an investigation. Furthermore, investigative files are closed to public inspection pursuant to statute. The Division does not have any authority or power to seek civil restitution for any damages or monies on behalf of consumers.
